To resettle in Canada as a refugee, the individual must be sponsored privately or by any organization like the United Nations Refugee Agency (UNHCR). They cannot apply for resettlement directly. The private sponsors are individuals who have signed sponsorship agreements with the Canadian government (sponsorship agreement holders) to help support refugees. These sponsorship agreement holders can either work individually or with community groups. Once sponsored, the refugee is identified by the Blended Visa Office-Referred (BVOR) program and matched with the UNHCR and private sponsors. All resettlement cases are further screened for security/health and criminal records.
